What Kind of Accommodation Problem Do You Have in Korea?

Accommodation problems in Korea can begin before check-in, at the front desk, inside the room or after the stay.
Your booking may disappear or be canceled. The property may not match an important part of the confirmed reservation. You may face a room-condition problem, an unexpected charge, a cancellation-fee dispute or a refund that has not arrived.
Do not treat all of these as one generic “hotel complaint.”
Ask the first travel question
Do you still have a usable place to stay tonight?
If yes, you have more time to document the problem and work through the appropriate business or dispute route.
If no, the problem has two parts:
1. Keep the trip functioning.
You need a practical place to stay.
2. Preserve the dispute.
You still need evidence for any later refund, reimbursement, complaint or consumer claim.
Do not sacrifice one goal for the other. Solving tonight’s accommodation does not automatically resolve the financial dispute, and starting a complaint does not automatically give you somewhere to sleep.
Decide What Result You Need

Do not begin with, “Where can I complain?”
Begin with: What result do I still need?
You may need a room for tonight, the room you originally booked, a room change, an explanation of a charge, cancellation of a charge, a refund, compensation, or formal review of a tourism-related complaint.
One incident can have more than one result
Imagine that a confirmed booking disappears when you arrive.
Your immediate result may be a place to sleep tonight. Your next result may be a refund. Later, you may want the conduct reviewed through an appropriate complaint process.
Those results do not necessarily belong to the same organization.

Save Evidence Before the Situation Changes

Save evidence before closing the booking screen, leaving the property or deleting a message.
Keep the booking confirmation, accommodation name, stay dates, room type, original price, payment record, cancellation terms and relevant messages.
If the physical accommodation is part of the problem, take clear photos or video while the condition can still be documented.
Preserve the difference
Good evidence should make it easier to compare:
What was confirmed?
versus
What actually happened?
If a business promises a refund, room change, reimbursement or another correction, keep that communication too.
If you must buy replacement accommodation, keep the new booking and payment record. That does not establish that another party must reimburse the cost, but it preserves evidence of what you actually paid while recovering the trip.
Contact the Party That Can Fix the Immediate Problem

Start with the party that can perform the immediate correction.
For a room-condition problem, the accommodation may be the practical first contact because it can inspect the room and may be able to offer a correction or alternative.
For a booking made through an online platform, also identify what the platform controls under the actual booking and transaction.
Do not assume the property and platform have the same role
Check who issued the reservation, who received or processed the payment, who sent the cancellation, and what the current booking record says.
Ask for a clear answer about the action you need:
Can the room problem be corrected?
Is the confirmed reservation still valid?
Who canceled it?
Who is handling the refund request?
What happens next?
This distinction matters because the Korea Consumer Agency reported in 2026 that seven out of ten consumer complaints involving accommodation services arose from online platforms, with disputes over non-refundable products recurring each year.
No Room Tonight? Protect the Trip First

If you have no usable accommodation for the night, do not let the entire trip depend on an argument that may take time to resolve.
First confirm whether the original accommodation can still honor the reservation or provide a practical alternative.
If you booked through a platform, check whether it can assist with the immediate booking problem under its current process.
If the original stay cannot be restored in time, finding safe replacement accommodation may become the immediate travel priority.
Trip recovery and financial recovery are different
Keep the original booking, cancellation or refusal evidence. If you pay for replacement accommodation, keep that transaction too.
Then continue the unresolved refund, charge, reimbursement or complaint issue through the party or process that actually applies to your case.
Paying for another room does not automatically establish reimbursement rights. It simply prevents the immediate accommodation failure from becoming a larger travel failure while preserving evidence for the unresolved dispute.

The Tourist Complaint Center may be relevant when the case fits its tourism-related scope.
Its current official information includes tourist-to-business disputes and illegal or wrongful acts experienced at tourism-industry businesses, facilities or transportation used by tourists.
The center also lists cases that may not be handled, including certain individual-to-individual disputes, business-to-business disputes, complaints about companies based outside Korea, and matters unrelated to tourism activities.

Consumer counseling and redress
Some accommodation problems are also consumer transaction problems. This can matter when the unresolved issue concerns a service contract, payment, cancellation charge or refund.
Korea’s consumer process includes consumer counseling. If the problem is not resolved at the counseling stage and the case qualifies, it may proceed to a damage-redress process. Unresolved cases can, under the relevant process, move toward dispute mediation.

Do Not Stop at a Promise — Check the Real Result

“We will check” is not the same as a completed result.
If you were promised another room, confirm the new room. If you were promised a refund, check whether the refund was actually issued through the relevant transaction route.
If you submitted a formal complaint, keep any confirmation or case information provided through that process and check what happens next.
Use a completion test
Ask:
Did I get a usable room?
Is the replacement booking confirmed?
Was the disputed charge corrected?
Was the promised refund actually issued?
Was my complaint received?
Who must act next?
Do I need to check the result again?
The problem is complete when the practical result you needed is complete — not simply when you have contacted another organization.
Why Accommodation Problems in Korea Matter Now
Accommodation is currently a significant category in Korea’s tourist complaint data.
According to Korea Tourism Organization data reported in September 2026, 1,753 tourist complaints were filed nationwide from January through July 2026. That had already exceeded the 1,744 complaints recorded for all of 2025.
General accommodation was the largest category, with 500 complaints. Reported issues included one-sided reservation cancellations and excessive cancellation fees.
This does not mean that most accommodation stays in Korea result in problems. Complaint counts describe reported cases, not the probability that an individual traveler will experience one.
The useful lesson is narrower: when demand is high or a booking problem develops, keep the original confirmation, price, messages and payment evidence, and know what result you need before the situation becomes urgent.
